TO: Hawai’i State Senators, Hawai’i State House of Representatives, and Governor of the State of Hawai’i
All political power is inherent in the people. Government is instituted for their protection, security and benefit, and they have the right to alter or reform it when the public good may require.
We support bills in the Hawai’i Legislature that allow voters, on a statewide ballot, to amend our state constitution to establish a right of direct CITIZEN INITIATIVE. This is a process of direct democracy, placing proposed laws on the state ballot in November elections.
As you know, the first state to adopt the initiative was South Dakota in 1898. Since then, 23 other states have included the initiative process in their constitutions, the most recent being Mississippi in 1992. Hawai’i voters do not yet have this right statewide.
Since the last time this issue came before the Hawai’i Constitutional Convention in 1978, the voters have matured and are capable of managing the responsibilities of Citizens’ Initiatives. As well, other states have pioneered this process of voter’s rights for many years. We can now learn from their valuable experience, and are able to design legislation with built-in safeguards. This will be vital in allowing the initiative process to maintain the integrity of the voters’ intent.
The time is now to bring Direct Democracy to Hawai’i. We look forward to the unanimous support from our Hawai’i State Legislators and Governor, in validating the voters inalienable right to create, amend or repeal state laws directly.
Please permit the Citizens’ Initiative bills to go through the hearings of committee, and proceed to a vote on the floor of the House and Senate.
